Medicare Lists Nursing Homes in Virginia with Worst Quality Measures Ratings (Pt. 7)

Medicare recently launched a new Five-Star Quality Rating System for all nursing homes in the United States.  The Five-Star Quality Rating System was created to help consumers, their families, and caregivers compare nursing homes more easily and identify areas about which more information might be helpful.  This is Part One of an eight-part series that identifies nursing homes that rated the worst and below-average in several different categories.    

Medicare's nursing home ratings were based on several sources of information: health inspection, nursing home staffing, and quality measures.  One to five stars were awarded in each of these three categories.  Stars were also awarded in a category for overall performance, which represents a combination of the health inspection rating, the staffing rating, and the quality measures rating.  The more stars a nursing home received, the higher its rating.  Five stars represented the highest rating, and one star represented the lowest rating.

With respect to quality measures, nursing homes regularly collect assessment information on all their residents using a form called the Minimum Data Set. The information collected includes the residents' health, physical functioning, mental status, and general well-being. Nursing homes self-report this information to Medicare.  Medicare uses some of the assessment information to measure the quality of certain aspects of nursing home care.  These measures of care are called "quality measures."  Quality measures include the development and deterioration of pressure ulcers (bed sores, bedsores, pressure sores, decubitus ulcers), bladder and bowel incontinence, deterioration in activities of daily living, urinary tract infections, restraint use, and weight loss, among others.  

For ratings concerning these quality measures, 53 Virginia nursing homes received one star, which represents a rating "much below average":
